There are several ways: 1) paying customers who offer to improve the recipes. 2) participating in food contests and win, to get high-rate recipes (lack in random games). and - most important:
3) turning the "bags" sign of the recipes to "red" (in stock). Each time you get from a customer a name of an ingredient supplier - open the Information Center, click on the second-upper button (lists), then on the "suppliers" button, and check if the name given to you appears (several names don't appear).
If it appears: 1) Always begin with a French restaurant, open the recipe list, and pass ALL recipes, searching for "bags". When you find one - click on the bag and a window will be openned, with the name of the supplier. Highlight the supplier's name, and click on 'v' sign. The bag will turn to red (in stock). This action increases sometimes the rate of the recipe by 3-5%.
Pass to Italian restaurant, but there check only Italian, and American-Italian recipes.
Pass to an American Restaurant, but here check only-American recipes.
You have to do this ritual each time you receive new supplier. Quite a work, but it worth it.

i'd done all this..... but i still get 2.5 - 2.86 for my food rating, only peanut improvement in my restaurant, its not enough to pass the scenario 7.......

Delete ALL recipes from the menu list, and add the recipes in this order: all 1.5 stars first 2 stars 2.5 stars 3 stars 3.5 stars You will get 3-stars rate, and can upgrade the exterior.
I suggest you NOT to add the 1.5-stars recipes, and to add them only after they will be improved by the "bags" ingredients. Thus you will increase the food rate. I don'e add even the 2-stars recipes, if I am asked for high food rate, and add them after that (it's good, because many customers improve their rate).
Very strange. Your suppliers' list has to have in scenario 7 - 5 suppliers: 1) Frank Hydro Fruits (received in scenario 4) 2-3) Herb Spice Rack and Bill's Butchery (in scenario 5) 4) Sam's fresh free (scenario 6) 5) Delicia romana (scenario 7).
With these suppliers, a lot of recipes improve their rate.
Did you win ALL contests until scenario 7 (there are always 2 contests, and you have to strive to win them, in order to get more recipes - even with 60% skills).
